The Malaysian Institute of Integrity (IIM) was initially perceived by the Malaysian private sector as emphasizing too much on anti-corruption jargons where blame culture and self-denials are the order of the day. As the first institute of its kind being established under the personal patronage of the 5th Prime Minister of Malaysia himself, one could even be excused for thinking that IIM is only relevant in matters relating to the civil service reform agenda i.e. delivery system and red-tape bureaucracy reduction.
