|a This book tries to explain why our economy is so liable to fluctuations and how the obvious instability has been contained. The success in stabilizing the instability since the late 1960s has been inadvertent, for the theories underlying policy ignored the critical variables that make it possible to "stabilize" our inherently unstable system. Policy, while broadly successful, has not addressed the deteriorating performance of the economy. Thus an agenda for reform follows the historical, theoretical, and institutional material.
